Job Title: Programmes Finance Manager Eastern Europe
Contract: Full Time, 12 months fixed term contract, with strong possibility for extension
Reporting to: Asia Finance Director
Principal Location: Either in Ukraine or Moldova, with regular travel within the region

Street Child is seeking a highly motivated programme finance manager to join our Eastern Europe team and lead the efficient financial management of our projects in the region. We are particularly excited to receive applications from talented Ukrainian nationals, as we prioritize candidates who possess fluency in both the local language and English.

The primary purpose of this role is to provide comprehensive financial oversight and support to our operations in Eastern Europe, with a specific focus on Ukraine and Moldova. Reporting directly to the Asia Finance Director, the Finance Manager will assume a pivotal position in ensuring effective financial management and reporting across the region.

As the Finance Manager, you will be responsible for developing and implementing robust financial management systems and processes, as well as strengthening the control environment to safeguard financial assets and ensure compliance with organizational policies and procedures. Your key focus will be on driving financial efficiency, accuracy, and transparency within our operations in Ukraine and Moldova.

In this role, you will actively engage with program teams and partner organizations to provide financial guidance and support, including grant management and reporting. You will work closely with the country team to build finance and grants management capacity among staff and partners, fostering a culture of financial accountability and best practices. Facilitating seamless communication between the Finance team and program staff will be an essential aspect of your role, ensuring effective collaboration, information sharing, and alignment of financial objectives. Additionally, you will establish regular communication channels with the Global Finance Director based in our UK office, contributing to strategic financial planning and decision-making.

Key Responsibilities:

1) Strengthening the control environment, financial management, grant management, and reporting in Eastern Europe region (40%)

  • Collaborate with the country teams and partners, whether in person or remotely, to identify areas of improvement in individual and team performance. Develop action plans in conjunction with them to address these areas.
  • Monitor and assess the performance of countries and partners in relation to their action plans. Recommend necessary steps to be taken when plans are not being met.
  • Assist the region in developing an annual budget and submit to the Asia Finance Director on a timely basis.
  • Aid in the development of financial management tools specific to each country.
  • Review and obtain approval from the Head of Programmes and Asia Finance Director for all donor proposal budgets prior to their submission to donors.

  • Ensure that all countries and partners adhere to their organizational policies (specifically finance, human resource and procurement policies).
  • Review Project MoUs and Partnership Agreements with implementing partner ensuring its compliance with the donor agreement and headquarters’ policies.
  • Receive monthly financial reports from implementing partners in the region, including transaction listings, and meticulously review them in conjunction with the supporting documents. Either approve or make revisions as deemed necessary.
  • Continuously monitor and analyze the budget versus actuals for each project in the region, providing insightful guidance to the program teams regarding required actions such as budget re-purposing, no-cost extensions, or other necessary measures.
  • Ensure that all countries and partners submit monthly requisitions on a timely basis.
  • Ensure that all countries and partners submit monthly financial reports on a timely basis.
